The best city to surf is Mar del Plata, altough you can find good waves in Necochea and Miramar. Spots only work when you get good swell and when the wind calms down, its not a consistent spot.

There's plenty of surf spots in Argentina, and although they are all beach breaks, you can find a couple of spots in the southern region of Buenos Aires where the rocky shore makes the waves more consistent.
Surf Equipment Required for the Waves in Argentina
Wetsuits are recommended throughout the year (3.2 November thru april, 4.3 -- hood, goves and boots-- the rest of the year). Most summer days you can surf with just a lycra jersey or a 1mm jacket.
