SECTION A:
a. All economies, whether developed or developing, aspire to attain full
employment position. Economic efficiency has been used to define full
employment. Discuss five measures of economic

a) Define market failure and highlight some of its manifestations (5

b) Most developing countries have very sound policy prescriptions to the many
problems that they face, yet they never seem to overcome these problems. What
explains this contradiction? (5

c) Kenya’s industrial development policy has shifted from import-substitution
industrialization to export-promotion industrialization. What explains this policy
