INSTRUCTIONS TO CANDIDATES:
1. Attempt all Questions in Section A and any Other Two from Section B
2. Section A carries 30 marks while questions in section B carry 30 marks each
3. Avoid ambiguous answers

SECTION A:
a. All economies, whether developed or developing, aspire to attain full
employment position. Economic efficiency has been used to define full
employment. Discuss five measures of economic
efficiency (10 Marks)

b. There is no apparent consensus on whether structural adjustment


programs (SAPs) have helped or hurt the economies of developing
countries. Discuss the effects of SAPs in the developing
countries. (10 Marks)
c. What are some of the reasons that explain the continued economic
retardation of most developing countries yet they have very good
policies to solve the many macroeconomic challenges that they
face? (10 Marks)

SECTION B:

QUESTION TWO:
a) Define market failure and highlight some of its manifestations (5
Marks)
b) Most developing countries have very sound policy prescriptions to the many
problems that they face, yet they never seem to overcome these problems. What
explains this contradiction? (5
Marks)
c) Kenya’s industrial development policy has shifted from import-substitution
industrialization to export-promotion industrialization. What explains this policy
shift? (10 Marks)

QUESTION THREE:
Policy Analysts contend that “the persistence of underdevelopment in the Third
World results from poor implementation of development plans and policies”.
a) Do you agree? Discuss with relevant examples (10 Marks)
b) What are the criteria for assessing policy instrument? (10 Marks)

QUESTION FOUR:
Multinational corporations (MNCs) have been praised and demonized in equal
measure by governments of Third World countries.
* What are some of the arguments that have been advanced for these
apparently contradictory positions? (14
marks)
* Discuss policies that have been formulated in Kenya to either promote or
curtail the operations of MNCs (6 Marks)

QUESTION FIVE:
* “African countries, including Kenya, continue to face food deficits. This is
due to bad policies, wrong priorities and other internal problems; not because
of unfavorable climate and/or policies designed by developed countries”. Use
appropriate examples to evaluate the above statement
