2. Sa tagalog, eto ay Ang gawaing panlipunan (Ingles: social work) ito ay isang propesyon o
larangan na nakatuon at nakalaan sa pagsusumigasig o pagpupursigi na makakamit
ng katarungang panlipunan, sa kalidad ng buhay, at sa pagpapaunlad ng buong potensiyal
ng bawat isang tao o indibiduwal, pangkat at pamayanan sa loob ng isang lipunan.

Ang mga manggagawang panlipunan, manggagawa ng gawaing panlipunan,

o tagagawa ng gawaing panlipunan, na kilala sa Ingles bilang social worker, sila ay
isang empleyado o tauhan ng pamahalaan na tumutulong sa mga taong hindi kayang
tulungan ang kanilang mga sarili, kasama na ang mga taong may kapansanang
pangkatawan, mga taong nalulong sa alak, at mga taong nalulong sa bawal na mga
gamot na katulad ng kokaina at marihuwana. 

3. Eto naman yung mga goals of social work, di na tayo gaanong magfofocus ditto kasi halos self
explanatory naman yung mga goals ng social worker.
4. First na pagkakita mo sa client acceptance must be the first principle na maipakita natin sa
client.
So hindi lang po tayo tumutulong sa society, di lang tayo nagchachange, cure, and care sa mga
tao we also accept them.
We will be able to accept them if we have warmth interest and concern, may mga tao na
mahirap pakisamahan because, they have this different opinions in life, kasi nga magkakaibang
family background ng kinalakihan but still we still need to accept them, give them a warm
interest and concern about their own situation, so may mga clients tayo na, actually they cannot
avoid it,that is normal for us people that we have the first expression, lalo na sa field ng social
work, pag maitim yung mga labi, yung burado ng tattoo, singhot ng singhot, diba, it’s a natural
instinct sating mga tao na magkaroon ng first impression sa taong ganon, pero bawal poi yon sa
social work, bawal ang maarte, even they do not have the pleasing personality, or physical
appearance we need to accept them. Smile at them, welcome them.
That’s the first principle of social work,

5. So eto almost the same lang ito halos nung acceptance, because here affirming individuality,
kumbaga vinavalue mo yung different characteristics ng client mo, Being a professional social
worker wala dapat stereotyping or labeling, kumabga hindi ka bias sa mga client mo, wala daapt
prejudice, meaning hindi ka dapat makasakit ng damdamin ng client mo. Being a professional
again, you have to acknowledge and value the client’s distinct characteristics. Nandun again
yung acceptance and awareness na magkakaiba ang mga tao, ang mga client, kaya dapat
nandun yung understanding mo as a professional social worker.
6. So ditto, dapat makapag open ng maayos si client mo sayo, maging comfortable dapat
iparamdam mon a dapat comportable si client sayo, why? Because to be able to openly
communicate their emotions or yung mga feelings nila sayo as social worker.
7. So ditto the word itself, there must be a non-blaming attitude and behavior, di mo titignan or
ijujudge agad si client or kung sino man na mabuti ba or masama. For you to be able to build a
good relationship with any client.
8. Eto related din ito sa non-judgmentalism, Dito lang dapat di ka magpapadala sa emosyon mo as
social worker, dapat focus ka lang sa objectives mo as professional social worker,para maging
 fair sa client mo, sa magiging observation mo and yung conclusion, and yung possible outcome
non. Meaning dapat manatiling impartial, kumbaga fair.
9. So ditto, dapat ang isang social worker ay kontrolado yung kanyang emotion, dapat maging
sensitive si social worker sa pag express ng sentiments, dapat yung response niya ay talagang
pinagisipan ng maayos, at naaayon sa goal ng social work. Hindi dapat mag respond si social
worker na ang resulta or kalalabasan eh magiging cold si client, or mawaalan ng interest sayo as
social worker, dahil sa bara barang response mo. So ayun dapat maging sensitive si social
worker. Kasi baka lalo pa siyang ma down sa sitwasyon niya na kinalalagyan, you should have
professional relationship with your client.
10. We need to help our clients to be determined to their situations, aminin natin na there are
situation that our clients were so hopeless, simula pa nung kanununuan nila mahirap na sila,
hanggang ngaun mahirap parin, so that would be a hopeless situation, Mahirap mang encourage
ng mga tao na kinamulatan ang kahirapan, at ieencourage mo sila na kaya mo yan, it will be very
difficult, but still you need to encourage them that they are not a waste, that life is not over,

Alaam niyo I have this one person kinausap ko siya, that boy siguro bata palang ata siya non,
yung batang iyon nakabuntis siya, so may relationship sila then ayun nagbunga, so etong si lalaki
wla siya permanent job , mga side jobs lang, and may maliit na negosyo, so I asked him this
question, sabi ko “ikaw magiging papa ka na, you will become a father soon, kasi nga buntis
palang, so where do you see yourself, ano nakikita mo sa sarili mo being a father, sabihin natin
five years from now. Alam niyo ba nagging sagot niya “ Wala po”. That’s very very sad, diba.
See, parang hopeless siiya habang kausap ko siya eh, pero again, isang principle ng social work
is that we need to help them, kasi may mga talent parin yan may mga solution parin jan, may
mga potential parin na pepede nila gamitin for them to overcome their own problem,
nakaklungkot everytime I remember that scenario, I always got sad, people are thinking that
ganto na ko eh, family ko, lolo ko, ganito na tirahan naming, eversince ganto na pamumuhay
naming. That boy or person is really hopeless, pero we need to give them this encouragement,
na kaya nila yan.

Bakit nila kaya? The question is bakit nila kaya? Kasi every client is unique, lahat ng client ay may
potential, bakit nila kayang ma overcome yung problem nila na napagdadaanan nila? Because
they all have unique talents, potentials, assets, capacities to overcome their problems. Di po
totoo or tama na isipin ng isang tao na wala siyang talent na wala siyang skill, because every
person is created to have one, and there is no two clients are exactly alike, marahil meron
magkakatulad na problema pero magkakaiba na tao na on how they are going to address it.
So kone konektado diba, naipasok din natin yung affirming individuality,.

11. So ditto accept client’s privacy, kasi sakop parin ito ng data privacy act, so ditto dapat may
express consent muna ni client before any information or contents ng conversation nila ay I-
disclosed or to make known sa iba.
12. Dito when you say scope eto yung limit, eo yung hangganan, eto yung sakop ng social work, and
there are 3 scope of social work.
13. Ang unang scope ay Social Work as Primary Discipline
 From the word itself, primary, so it is the foremost, it is the beginning, it is the first one of social
work, let’s find out the content about the primary discipline.

14. Una jan is yung Adoption services of unmarried parents,

So it means, unmarried parents, eto yung mga magulang na hiwalay, pwedeng hindi kasal or or
nagkaanak pero di sila nagpakasal,
Ang main goal nito, is to assist women, and yung decision making process, kasi pag magaampon
ka ng anak, papasok jan yung decision making process,

15. Next Foster Care,

Foseter meaning, sa related siya sa pagaampon, maghahanap ka ng foster parent, example dto
is yung mga abandonadong bata, hinahanapan sila ng karapat daapt na parent na magaalaga sa
kanila.
Kapag nagkaroon ng abuse, hindi pagsupport sa bata, pwedeng tanggalan ng karapan ang mga
magulang ng mga batang ito ng DSWD or the department of social welfare and development,
para ilipat sa kanila yung rights to adopt or to foster the care for the children, so that’s it it’s all
about foster care, pagaalaga sa mga bata.

16. From the word itself, residence, it involves, family again, or community.
So matapos ampunin ng mga foster parent ang bata, kapag nakita nila na ang totoong biological
parent ay kaya ng magsupport,they can return the children from its original parent. So
residential care, it’s all about treatment, pag gagamot sa mga , sabihin na natin autism, mental
retardision and other disability when it comes to childrens development, lalo na sap ag cacare,

17. Social work does not deal only with the treatment but also support, aside from medicine and
foster care, it also deals with the support services.
18. So, it deals with the laws provided for the children,
We have different laws under the republic of the Philippines, dealing with children, protecting
the child from abuse, maltreatment, exploitation by parents.

The question is, kelan kailangan ang protective services sa mga bata,
1. If the child is in danger, sila ba ay nasa panganib?
2. Do the parents have the capacity to resolve the problem? Kagaya nga nung sinabi ko kanina,
dswd pwede nilang kunin yung bata.
3. What are the risks involved? These are the different problems, challenges na hinaharap ng
bata, specially 17 yrs old and below.

So these are the questions in order that the DSWD to take action, regarding child protection.

19. So we have 3 types of family services

 Family counseling, counseling does not end with that, etong sa social work, may
tinatawg tayo ditto na counseling, So family counseling, has also different types, 1 st one
is family case work, meaning its all about helping individual members of the family, their
behavior to make them more effective contributors, sso in family case work, it focuses
 on how you are going to handle to the problems, to solve the problems, kaya nga
nakalagay case work. So help the individual members to be more effective, makapag
ambag sa family, it does not deal with problem, it also focuses in different solutions.

The second component is family group work, it focuses mainly in group, not just an
individual, but a community also. Ano ba yung group work na to? It means it’s a family
relationships and resolves their problem. There’s a unity, pagkakakaisa ng isang family,

The third one is family therapy, its all about counseling process, social work meron parin
tayong counseling, pero kabilang na ditto ang buong pamilya, for example about
employment, magpapa seminar about job hiring, about job recruitment, so sa
employment, the family can finance, So family therapy, its all about the support to
members, to be a holistic individual, holistic meaning, mentaly, physically, socialy,
spiritualy, it is all about the whole person itself. So that’s family therapy,

 Family life education, so by giving seminars to the family.

 Family planning, dito na yung pagpaplano, kung ilang yung planong anak, so kelangan
may gap sa family, so dapat child policy, kung ilan lang yung kayang buhayin mo, so jan
naguugat ang poverty, dapat magplano sila kung ilan lang yung kaya nilang suportahan.

Family planning is the most important terms, under family services, planado dapat lahat.

20. So when it comes income maintenance, involve na naman dito yung money,
 specially public assistance, tumutukoy naman ito sa gobyerno na binibigay sa mga
mamamayan. So eto yung pagtulong example 4 peace, pangtawid pamilyang Pilipino, to
assist family nagbibigay sila ng income, I think 10k per month ata, it is the support to
the family na hindi spat yung kinikita para tustusan ang pamilya, so that’s the aid that
the government can do to the people, giving financial assistance.
 Social insurances naman it deals with employers and employees when it comes to job
or work. So dito yung GSIS, SSS. Its all about managing work in the family to finance the
members of the family.

21. So tapos na tayo sa 1st scope ng social work, the 1st scope is all about, social work as a primary
discipline. So the second scope we have social work as an equal partner.
So there’s justice, social justice at equality, fairness, within the members of the society.

22. So under this, we have in terms of Aging, aging diba syempre, age, pagtanda ng tao. Kasama na
din dito yung mga matatanda, the home for the aged, kelangan nila ng support in own homes,
Kung wala na talagang pamilya na kumupkop sa kanila, ialalgay sila diba sa home for the aged,
the government will assist them, kasi nga wla na kaawawa yung mga matatanda kaya nandyan
ang government to assist the people.
Alam niyo naman yung mga ineexplain ko its all about common sense nalang, self explenatroy
na diba.
 23. So dito naman, support for people in the long term care.

Ang pangmatagalang pangangalaga involves variety of services na idinisenyo upang matugunan ang mga
pangangailangan sa kalusugan o personal na pangangalaga ng isang tao sa loob ng isang maikli o
mahabang panahon. Tinutulungan ng mga serbisyong ito ang mga tao na mabuhay nang nakapag-iisa at
ligtas hangga't maaari kapag hindi na nila magawa ang mga pang-araw-araw na aktibidad sa kanilang
sarili.

Who needs long term care ba?

 Age. The risk generally increases as people get older.

 Gender. Women are at higher risk than men, primarily
because they often live longer.
 Marital status. Single people are more likely than married
people
 Lifestyle. Poor diet and exercise habits can increase a
person's risk.
 Health and family history. These factors also affect risk.

24. Eton a yung pangatlo, Social work as a secondary

discipline.
25. Under dito yung mga tao na bagong laya sa
kulungan, nagpoprovide sila ng counseling yung mga
social worker, kasi syempre pag bagong laya, dapat
bantayan parin kumabaga mag provide parin ng support.
26. Under din dito in terms of industry, eto na yung mga
pangangailanagan , economic resources.
So support to both managers and employees, so paulit ulit
lang siya kasi its about community ulit, so sobrang self
explanatory niya.

27. So in terms of medical and health care, so dito may

counseling na naman ulit, andito na naman yung counselor
and counselee, kasi nga psychological pag nagka
problema lalapit ka ulit sa counselor.
28. So dito in terms of school. Social workers help school,
by giving assistance to facilitate the provition of education,
 kase dswd, children, the youth, they are mostly involved in
education.
So yan nag kokonsulta sila sa mga administrator ng
school.
So nanjan din yung social workers to help the teachers in
motivating students.

29. So dito, core values of social work, kung sa

counseling may apat tayong core values, Autonomy of
individuals, principle of justice, principle of fidelity, and the
principle of non-maleficence and beneficence.
Under social work we also have different core values of
social workers.
30. Una jan is right to self- fulfillment, its all about
contentment.
So it means, social workers meron silang ibat ibang goals,
steps, may stages na pinagdadaanan, they undergo
training, they undergo different hard times, to train their
minds, to enhance their skills and to help themselves for
the people, para makinabang sa kanila so they do their
best to aid the community as long as magagawa nila ang
kanilang trabaho.

So dito, lahat naman ng tao may karapatang maging

masaya, that is what fulfillment is all about, it is being
happy after all the efforts, after all the hardships, that you
had. Parang kayo ngayun you will become so fulfilled
pagkatapos na pagkatapos ng modules na ito, but then this
right to self fulfillment is more than that,

Naranasan mon a bang maging fulfilled sa isang bagay? Yung

tipong naluluha luah ka because you are fulfilled after all the
hardships that you took, at lahat po ng tao ay may karapatan na
ma fulfill at yun po ang trabaho ng ating mga social workers, to
help us to achieve this, the self fulfillment.

31. So like for the example to this one,l lahat po ng mga bata ay merong karapatan na maging
fulfilled, every people or every children has the rght to be fed, to be healthy, so for
thosechildren to achieve this kind of fulfillment, ganto po ang ginagagawa ng ating mga social
workers, they are building or conducting feeding programs, para ma fulfill yung pangangailangan
ng mga bata.
32. So sympre dahil masyadong matrabaho ang social worker, they need to be responsible to
common good.
So dapat lahat may ambag sa lipunan,

So again ano nga pag inabi nating common good? When we say common good, it is benefit for
all, but it has a major difference with “the majority wins” . Ano ba pinagkaiba ng common good
sa majority wins?
Sa majority wins, the society tend to be divided into two, yun yung tinaawg natin na majority
and the minority, nahahati kasi ang society sa major and minor, so pag sinabi nating majority
wins, nananalo sila kasi major of the population is in favor of a certain issue, pero hindi po ganon
ang common good, when we say common good, it is the benefit of everyone, so mayaman ka,
mahirap ka, nakatira ka sa executive subdivision or nasa slum area ka, may pinag aralan ka or
wala, ikaw po ay responsibilidad ng social worker. It is actually the fulfillment of everyone,
whatever race, ethnic, kahit ano pa yan responsibilidad ka po ng mga social worker.
33. Kung doon sa second, commond good, meaning meron silang egalitarian society, equality
among the members, when it comes to resources, job, fairness in the society, so eto naman
parang the same lang din, responsibility of the society.

Right to enrichment, the right to grow, healthy community progress within the government, so
that’s the task of social workers.

The society has the responsibility to facilitate, ibig sabihin, the responsibility of changing, caring
for the community is not only being carried by our social workers, may parte din po dito an
gating society, but what part of the society, sabi jan it is through the contribution of its
individual members, so I am not talking about here the government, hindi po natin
pinaguusapan sila duterte, sila leni, sila brgy captain, what we are talking about here are the
individual members.

We are talking about you, we are talking about your family, the people inside the community, so
hindi po kargado solely ng isang social worker, ang caring, curing and changing of the society,
there must be a help, there must be a responsibility of the members of the society.

34. So like this one, ang trabaho kasi ng isang social worker ay ganito, they see the problem, they
reach out the people who are affected of the problem, inaalis nila yung tao n yun sa problema,
kinu- cultivate nila, yung tao or yung client who is affected by the problem and then binabalik sa
 community so that person will be the one, who will change, who will fulfill what is lacking in the
community. Again ang trabaho ng social worker as part of the core value, hindi po solely
responsibilidad ni social worker, there must be a cooperation of the mmebers of the society.
Parang for example, para magkaroon ng isang forest, hindi naman necessarily na isang tao lang
ang magtatanim ng mga buto at magtatanim ng mga plants para magkaroon ng mga puno.
Tinutulungan po yung tao or yung farmer or yung nagtanim, ng mga ano? You guess? Ng mga
kapwa ba farmer? Hindi po, tinutulungan po ng mga ibon ng mga butterflies yung tao nay un,
meron tayong tinatawg na pollination, where in the bees, the birds and the butterflies are
carrying pollens, diba? Ang ginagawa nila is dinadala nila yung mga pollens and somehow may
mga seeds na kinukuha nila sa mga halaman sa mga bulaklak and ini iscattered nila all around
the forest, kasi hindi po kayang magtanim ng magisa ng farmer para mapuno lahat ng puno ang
isang forest, kelangan ng members ng forest na iyon na tulungan s farmer para maayos yung
kagubatan.

Ganun din sa community, there must be a help of the individual members, to cooperate with
the social workers.
35. So it means, aside from food shelter and clothing, social workers are also responsible for their
values to spread, or being flexible when it comes to different aspects to satisfy our basic needs.
So lahat tayo we all have basic needs, food, water, house, clothes, house.

Psychological need, when we say psychological needs, this are the mental behavior and
emotional stability of a person, that is also a need, economic, ang economic it is more on
financial stability of a family, so kelangan po natin yung mga yan, pansin nga natin ngayun we
really need money, we really need economic stability, so it is also part of our basic need,
Lahat po ng mga needs na ito ay responsibility ni social worker, kasi ito po ay right ng kanyang
mga kliyente.
So kapag merong nagugutom, kapag merong kelangan ng physical needs, nag fefeeding program
diba, kapag merong kailangan ng psychological needs, pupunta si social worker para mag
counseling, pag kelangan n economic need, binibigyan ni social worker ng trabaho, binibigyan ng
cooperative business na tinatawg natin. So every needs that people have in a community is
under the responsibility of a social worker.
36. So dito meaning, it promotes changes, yun nga yung nabanggit ko sainyo, social workers need to
have an active participation in the community for social changes.
So halos katulad lang ito ng responsibility of the society, but the differences kelangan po ng
tulong ng individual members, but dito and need ng cooperation ng social workers ay yung
social organization, there must be a cooperation of the social organizations with the social
workers to provide appropriate social resources.

So for example, we have this social worker oaganization like the DSWD, the dswd it caters
children who are under 18 yrs old na naiinvolved sacases ng drugs, violence and everything, so
the dswd must be affliated with DTI, sa papaanong paraan yun sir? Pano siya nangyayari, for
example how can DTI will able to help the dswd for example si dswd meron siyang mga clients
na bata, like 15, 14 yrs old, so paanong makakatulong doon si dti, dti can help them through
what? Through making this children entreprenuers. DTI could actually train the children in the
 dswd how to bake, how to cook, how to make pastillas, how to make kakanin, for them to know
how to sell it, pede pong tulungan ni dti si dswd through conducting trainings with the young
people to become young entrepreneurs,

So another example, teenage pregnancy, social workers were able to see a problem in a
community which is teenage pregnancy, so ngayun ang mga social workers could ask help to
the organizations, like what? Like brgy clinics, wherein the brgy clinics could be able to conduct
seminars about teenage pregnancy, about financial budgeting, they can conduct about family
planning, so nagegets na natin?

37. Like this picture, this person who is being carried is like the community, it is like the client, ang
ginagawa dito para yung client ay ma uplift, kelangan ng tulong ng bawat members or bawat
tao, it must be the help of the whole society.
38. So dito parang papasok na naman yung psychology kasie kelangan ng self realization para
magamit ang power ng social workers to be more flexible and responsible sa society.
Isa po sa core values ng isang social work, is to have this mindset that every person is a helper,
isa po sa mga standard or principle na sinusunod ng mga social worker, is to make the client
realize by themselves that they are not a waste, but a helper, hindi po sila patapon, hindi porket
you have a client na 11 yrs old got pregnant by a drug addict, hindi po natin pwedeng sabihin na
wala ng pag asa ang buhay ng batang ito kasi ganito ang sitwasyon niya, NO,

We must have this mindset or core value, that we need to help them realize na hindi patapon
ang buhay nila but they are a helper in the society. Kasi ang unang goal natin kanina, ang
trabaho ni social worker is tulungan yung mga tao, it is to help people to be better at things so
that these person na may mga potential at capacity, pwede niyang magamit ito to fill what is
lacking in the community, kaya nga kelangan natin I impart sa ating mga client na their destiny
cannot be determine to what you are right now, so may pagasa pa at yun po ang dapat
iparealize sa kanya.
39. So that’s all I hope may natutunan kayo, lalo pa’t sa ating sitwasyon ng ating bansa ngayun.
