Module 2: Introduction to Social Welfare principles and Concepts

The concept of social work

Saan nag-ugat ang SW profession:

RA 4373 (June 19, 1965)-(author: Senator Maria Kalaw Katigbak)

-as amended by RA 5175

-as Amended by RA 10847 (May 23, 2016)- lowering the age requirement taking the board exam (18
years old)

-CPD Units need- 45 units needed

"SOCIAL WORK" is the profession which is primarily concerned with organized social service activity
aimed to facilitate and strenghtens basic social relationships and the mutual adjustment between
individuals and their social environment for the good of the individuals and of society by the use of
social work methods

-we must follow the helping process/ step by step

-not hit or miss, not a trial and error

2 MAJOR METHODS OF SOCIAL WORK

Primary Method (traditional)- case work, group work, community organization

Secondary Method- SW administration and super vision, SW research, social action

Generalist Social Work Practitioner- can do anything

DSWD- the national welfare agency in the Philippines

PASWI- Philippine Association of Social Work Inc.(national association social work)

-"Social Work" is the profession which fosters, facilitates, and strengthens basic social relationships in
order to achieve the full development of the individual and society by the use of social work methods.

-we need full development because the Philippines is a 3rd world country

-FOSTERS- nurture to interact people like indigenous people

INTERNATIONAL DEFINITION OF SOCIAL WORK- JUNE 2014 (global/international definition of social


work)

-"Social work" is a practiced based profession and an academic discipline that promotes social change
and development, social cohesion, and the empowerment and liberation of people.
-free people from discrimination, abuses

Principles of social justice (equity), human rights, collective responsibility, and respect for diversities are
central to social work.

Principle of individualization- respect every individual

-Underpinned by theories of social work, social sciences, humanities and indigenous knowledge, social
work engages people and structures to address life changes and enhance well-being.(IFSW/IASSW)

When we help people guideline:

-do not do things for the client but work with the client

2. Ultimate Value- we believe that every individuals has the right to fulfill their potential

Acceptance (accepting no matter what)

Confidentiality (right of privacy)

Individualization (uniqueness of all)

Self Determination (rights of everyone)

Client-Worker Relationship

Client's Participation (always include the clients in everything)

Worker Self Awareness


4. Professional Ehtics- we should know to who we are committed.

(our clients, organization, co-workers)

-we must know our boundaries

STAKE HOLDERS (duty bearers)- individual or group of people has an interest and power towards the
welfare of people

EX: social workers,

STAKEHOLDERS/ SECTORS INVOLVE IN SOCIAL WELFARE

1. Public - state - initiated and administered

2. Private - profit

3. Voluntary - non profit

$. Mutual Aid - provision by solidarity "(pre hispanic regime) like for ex. paliwagan

5. Informal (family, friends, etc)

EQUALITY AND EQUITY

EQUALITY - fair treatment regardless or social class

EQUITY - sameness but nagbibigay ka ng mas higit na nangangailangan

CATEGORY OF SOCIAL WELFARE

1. SOCIAL SECURITY - like for example. sss/ philhealth

2. PERSONAL SOCIAL SERVICES - like for ex. rehabilitation

3. PUBLIC ASSISTANCE - it refers to the govt, naghihingi ng tulong

Welfare - how people well are doing/ paano nagiging vibrant

Well-being - how well people are/ survival levels / they do not have the means

Subsistence- they are able to meet some of their basic needs

Self-sufficient level- people who can manage without help of the agency/ they do not the help of the
goverment

SONCEPT OF WELFARE

SOCIAL WELFARE is the broadest area


braoadest sense- what is good for people ,tinatawag sa definition everything that means do good for
society

NARROW MEANING SENSE- it may referred to the provision of services(health care, housing, social
security, educ and social work)

The role of SOCIAL SERVICES is that we are providing social welfare/ concretely answer the needs of the
poeple

ALTRUISTIC - doing good to people

APPROACHES IN SOCIAL WELFARE

FUNCTIONS OF SOCIAL WELFARE

1. CURATIVE - ex. ppl who have disease like cancer

2. PREVENTIVE - safety net like for ex. provision for education

3. DEVELOPMENTAL - to realize their capacities, potential / ex. skills training

1. CURATIVE- people who have something wrong with them receive "treatment" to put it right.

2. DEVELOPMENTAL- a society in which individuals are valued should have the facilities to help them
realized their potentials.

EX: daycare center, livelihoods skill training

3. PROTECTIVE- the "safety net" which the services provide help to remove the uncertainty associated
with need.

EX: mga kabataan

(2) BASIS FOR SOCIAL WELFARE POLICIES PROGRAM AND SSERVICES

1. NEEDS- pangangailangan ng tao

WANTS- kagustuhan lang

2. INTEREST-re linked both with people's needs, which are socially defined and with what people want.

3. HUMAN RIGHTS- karapatan ng tao na dapat ibigay ng gobyerno

4. VALUES AND NORMS - balancing the pros and cons

1. WHY NEED? - necessary part/ desirable to determine the priority like for ex yung sa mga fisherfolk
mga lambat .

2.Framework of need why we need is to response to the needs of ppl and problem they are facing /
need na alamin ang pangangailangan ng isang tao

CATEGORY OF NEEDS CONNATIVE NEEDS OR HUMAN DYNAMIC NEEDS THEORY NI A.M (HIERARCHY
NEEDS NI ABRAHAM MASLOW)

1. Physiological needs - considered as tangible like foods, shelter, CLOTHING

2. Safety basic needs- seguridad

3. Love and belongingness - social needs AFFECTION/ NON MATERIAL OR INTANGIBLE NEEDS

4. Self-esteem - social needs SPIRITUAL/ACCEPTANCE AFFECTION/ NON MATERIAL OR INTANGIBLE


NEEDS

5. Self-actualization - integrative needs - looking the larger of your future transcend yung tao or
tinatawag na philosophy of life

*CLASSIFICATION OF NEEDS

1. Felt needs - consciously

2. Unfelt needs/ unrecognized needs - example. empowerment/ counselling yung kala mo kaya mo pero
u need to counsel na pala

*WHY NEED SW PROFESSION

Because many people are not meeting the basic needs/ as a social need natin na maging analytical at
maging critical to be the reason para masolutionan ang problem

2. INTEREST - to participate the programs and services/ to grow or implement / to motivate to


participate/ like for example yung sogie bill-

OCIAL WELAFRE - it is an organized...

- it encompasses the well being

OBJECTIVE OF SOCIAL WELFARE:

1. Improve the people's quality of life -

2. Eliminate the inequalities and impoverishment - it is possible na ma eliminate

3. Achieve the satisfying roles in life and personal relationship

4. Develop their full capacities and to promote well being


HOW DOES THE SOCIETY RESPOND TO THE UNMEET

1. INDIVIDUAL, GROUP EFFORTS OF THE PEOPLE IN THE COMMUNITY - they have the sense to be
initiative

2. MAJOR SOCIETAL INSTITUTiONS

a. Family - basic unit of society

b. Government - policy makers like LGU

c. School - developing our skills

d. Religion - spiritual needs

e. Economic Instituition - they provide our basic needs
