Steps to replicate the issue (include links if applicable):
- fucus in any way one of edit windows (main, header or footer), and
- Use keyboard navigation (tab key) to switch between the edit windows and other widgets on the edit page in Page namespace
What happens?:
page status widgets are activated far after the save/preview buttons
What should have happened instead?:
It is generally expected that widgets are activated in the sequence they are shown on the page.
Moreover, as the page status widgets need to be used before saving the page, it is terribly inconvenient and non-ergonomic if a user needs to go throgh a dozen of other widgets and then get back to the buttons. Editing using mouse is not always the prefered way here.
Activating widgets on the top of the page in between initiates unnecessary page scrolling here.

The change was introduced very recently, a week or two ago the widget activation order was as it is visible on the screen (page edit window /footer edit window / edit description window / minor edit & watch checkboxes / page status widgets / buttons).
