Add upload_by_url user right to all registered users on Commons
Closed, ResolvedPublic

Description

Per T90004 and the original discussion on Commons, we should add the upload_by_url user right to all registered users on Commons. Note that actual use of this right is restricted by a site whitelist, so it's not quite as risky as it sounds. We also limited the number of Flickr images that can be imported at once in T236341.

Event Timeline

Change 593357 had a related patch set uploaded (by Kaldari; owner: Kaldari):
[operations/mediawiki-config@master] Adding upload_by_url user right to all registered users on Commons

https://gerrit.wikimedia.org/r/593357

I've scheduled this to be SWAT deployed tomorrow (April 30) at 18:00–19:00 UTC.

@AlexisJazz - This has been delayed by a deployment blocker: T251457. Once that bug is fixed and Commons is re-updated to wmf.30, we can reschedule this deployment.

Mentioned in SAL (#wikimedia-operations) [2020-05-04T18:15:02Z] <urbanecm@deploy1001> Synchronized wmf-config/InitialiseSettings.php: SWAT: c04fbdd: Adding upload_by_url user right to all registered users on Commons (T251474) (duration: 00m 57s)

For documentation purposes, this change broke an unrelated abuse filter on Commons, due to the usage of the upload_by_url right to detect users. https://commons.wikimedia.org/w/index.php?title=Commons_talk:Abuse_filter&oldid=420062168#Filter_153
