Haydn Werke, vol.VIII no.2 (1991) calls this work a "fragment", and each variation in it has a different instrumentation, which could account for varying versions of the instrumentation. To perform the entire set of variations (there is no "theme" as a section on its own), you need -- flute, 2 English horns (F), 2 horn (E♭), 3 violins, cello, violone, basso (unfigured), with each variation using as follows:
