David E. Rutter
David E. Rutter is an American financial services executive and pioneer in electronic financial markets innovation.[1] He is the founder and CEO of enterprise blockchain technology company R3,[2] and the founder and owner of US Treasuries trading platform LiquidityEdge.[3] Rutter has been ranked amongst the world’s top 40 financial technology leaders by Institutional Investor magazine.[4]
Rutter previously served for ten years as the CEO of electronic broking at ICAP Plc, the world's largest interdealer broker, where he led the BrokerTec fixed income and EBS foreign exchange platforms.[5]
Career
David E. Rutter has over 30 years of experience in the financial services industry.[6] Before joining ICAP Plc, he was co-owner and CEO (Americas) of Prebon Yamane. His tenure at Prebon began in 1988, after the company entered into a joint venture with the Chicago Board of Trade that led to the introduction of trading on computer screens.[7]
He later served as managing director of the Americas for Prebon Yamane USA, Inc. from 1992 to 1997. From 1997 to 1999, he took on the role of global head of e-commerce for Prebon.[8]
After joining ICAP Plc in 2003, Rutter helped propel BrokerTec from a 16% share of the US Treasuries market to a share of 60% less than two years later. It maintained this market share through to his departure in 2012.[9] During his time at ICAP Plc, Rutter also enabled EBS to overtake Reuters as the dominant FX trading platform.[10]
Rutter founded R3 in 2014.[11] R3 is an enterprise software firm leading an ecosystem of more than 300 firms working together to build blockchain applications on top of Corda (known as CorDapps) for usage across industries such as financial services, insurance, healthcare, trade finance, and digital assets. It is headquartered in New York City.[12] In 2018, The Wall Street Journal named R3 one of the top tech companies to watch[13] while Financial News named the company Blockchain Initiative of the Year.[14]
Rutter founded LiquidityEdge in 2015.[15] It is the first alternative model to break into the US Treasuries market in over a decade, offering a choice of relationship-based execution models that deliver direct trading access to liquidity providers.[16] It has attracted 21 of the top 23 US Treasuries dealers.[17] In 2017, LiquidityEdge expanded its offering to include support for off-the-run US Treasuries.[18] Over 100 clients use the platform, and it experienced record average daily volumes of $16.35 billion (single count) in May 2019.[19] The Wall Street Journal referenced LiquidityEdge amongst a “handful of startup trading platforms trying to reshape the $15 trillion U.S. Treasuries market.”[20]
Rutter has also served on several corporate boards of entities in the e-commerce field, including Singapore Exchange FI (SGX), Green Key Technologies and Enso Financial Management.[21]
Education
David E. Rutter received a Bachelor of Science degree in Business Administration from Villanova University in 1984.[22]
Philanthropy
David E. Rutter is a dedicated philanthropist and a member of “The Well,” created to underwrite the operating costs of Charity:Water.[23] He supports a number of charities which focus on multiple sclerosis, downs syndrome research and advanced education as well as having served on the Dean’s Advisory Council at the Villanova School of Business.[24]
