INTRODUCTION
COMPANY HISTORY
The Provincial Engineer’s Office (PEO) was establish on 1968. The office is located in
Bibincahan, Sorsogon City. It is organized into five (5) division: Administrative, Planning and
Programing, Construction and Maintenance (First and Second Districts), Equipment Pool and
Quality Assurance. Details in Figure 1.0. Accompanying photo shows the Administration
Building. Equipment Pool and Laboratory Building.
In addition, as of December, 2016, PEO had 159 full – time employees. This includes
135 permanent employees and 23 contractual employees. Of the 159 total workplace, 138 are
males (86.79%), and 21 are females (13.21%). Likewise, 22 permanent personnel were detailed
to other offices / departments. Details in Table 2.0.
PEO’s major occupational groups are engineers, Construction and maintenance Workers,
Mechanics, and operator / divers. At year-end, occupying permanent positions were 23
Engineers, of which 9 are females and 14 are males (19 Civil Engineers, Geodetic Engineer, 2
Mechanical Engineers, and Electrical Engineer).
MISSION
To practice and exercise engineering and its other support profession with a high standard
of professionalism, efficiency, honesty and competence in laying the foundation for progress
through quality engineering design, program, and infrastructure projects such as building of
roads, bridges, public highways and other structures.
VISION
The Provincial Government Assistant Department Head (PGADH). Assist the PGDH in
the supervision and control of the office received instruction from the Provincial Engineer or
sometimes from the Provincial Governor and supervised the four divisions excluding the
Administrative.
The Administrative Division officially takes charge of all administrative policies and
function of the organization; supervises field operation and official records keeper.
The Planning Programming Division prepares plans, design, estimates and prepares
programs of work of all infrastructure projects, conducts investigation and survey of proposed
projects; extends technical assistance to other agencies in the preparation of plans and programs
of works and various statistical report.
The Construction and Maintenance Division divided by districts are responsible for the
construction and maintenance, repair and improvement of roads and bridges and other
infrastructure and public works project of the province.
The Equipment Pool Division directs and supervises the maintenance and operation of
the equipment pool; takes charge of repair and rehabilitation of non-functional or breakdown
equipment; provides related services to local government units and private sector when
requested.
