RESOLUTION NO. _____Series of 2019

RESOLUTION ADOPTING THE CAPACITY THE 2019-2021


CAPACITY DEVELOPMENT AGENDA OF BARANGAY STA. CRUZ.

WHEREAS, the 1991 Local Government Code, Section 3 (h), mandates that “there shall be a
continuing mechanism to enhance local autonomy not only by legislative acts but also by
administrative and organizational reforms”;

WHEREAS, Sec. 1.1 of the DILG Memorandum Circular No. 2007-71 dated June 29, 2007
mandates all Local Government Units to prepare their Capacity Development (CapDev)
Agenda which can be based on the updated results of the LGPMS through the State of Local
Governance Report (SLGR), SCALOG, Child-Friendly LGU assessment tools and other relevant
assessment tool;

WHEREAS, same issuance requires Local Government Units to harmonize the development
and implementation of their training programs in accordance with their Capacity
Development Agenda to advance the cause of good local governance and the best interest of
their local constituents which necessitates the formulation of their respective 3-year CapDev
Agenda

WHEREAS, after the conduct of Training Needs Assessment and workshops, the required 3-
year Capacity Development Agenda has been crafted and finalized

NOW, THEREFORE:

BE IT RESOLVED BY THE BARANGAY COUNCIL OF BARANGAY STA. CRUZ, in Regular


Session assembled to adopt the 2019-2021 Capacity Development Agenda in furtherance to a
more effective delivery of public service through capacitated and enabled barangay workforce
and the general populace;

RESOLVED FURTHER, that the Barangay Council shall devise a mechanism to monitor and
evaluate the implementation of this CapDev Agenda on an annual basis;

RESOLVED FINALLY, that a copy of this Barangay Resolution with the duly signed copy of the
Capacity Development Agenda be submitted to the Office of the City Director of the DILG and
the Office of the City Mayor thru the Barangay and Community Relations Department (BCRD)
