Standards and Classification Systems

2009 Philippine Standard Industrial Classification

(PSIC)

The Philippine Standard Industrial Classification (PSIC) is a detailed classification of industries

prevailing in the country according to the kind of productive activities undertaken by establishments.
The 2009 PSIC was patterned after the UN International Standard Industrial Classification (ISIC) Rev.
4, but with some modifications to reflect national situation and requirements. The PSIC was revised to
(1) reflect changes in economic activities, emergence of new industries, and the structure of the
economy (2) to take into account the new technologies employed which affect the organization of
production and shifting of economic activities and (3) to realign with the ISIC revisions for purposes of
international comparability.

The PSIC serves as a guide in the classification of establishments according to their economic activity
useful for economic analysis.

 It serves as a framework for data collection, processing and compilation to ensure uniformity
and comparability of industrial statistics produced by various entities in both government and
private sectors, including those involved in statistics and research activities.
 It provides an effective mechanism for the integration of large numbers of statistics being
collected for decision-making and policy formulation.
 It serves as a basis in the construction of input-output (I-O) table.
 It provides a basis for anticipating the emergence of new industries

The 2009 PSIC provides a Summary of Classification Scheme which presents a list of sections,
divisions and their corresponding number of groups, classes and sub-classes, and a Detailed
Classification presenting hierarchy of categories of industries such as:

 21 sections (one-digit alphabetical codes)

 88 divisions (2-digit codes)
 245 groups (3-digit codes)
 520 classes (4-digit codes)
 1,271 sub-classes (5-digit codes)

The sections in the 2009 PSIC are as follows :

Section A – Agriculture, forestry and fishing

Section B – Mining and Quarrying

The 2009 also includes correspondence codes with the 1994 PSIC as amended, ISIC Revision 4 and
the ASEAN Common Industrial Classification (ASEAN-CIC) at the 3 digit level in line with the ASEAN
thrust to harmonize industrial classification towards ASEAN regional integration.
Similar to the 1994 PSIC as amended, the 2009 PSIC provides five levels of disaggregation .
First Level (Section) - Section are represented by one-digit capital letter codes
Second Level (Division) – Sections are further disaggregated into more homogenous smaller groups
called Divisions which are represented by two-digit numeric codes.
Third Level (Group) - Divisions are subdivided into more detailed aggregates called the Groups
which are represented by three-digit numeric codes.
Fourth Level (Class) - Groups are further subdivided into finer details or classes which are
represented by four-digit numeric codes.
Fifth Level (Sub-class) - Classes are divided into more specific categories or subclasses with five-
digit code numbers.

The code numbers in the 2009 PSIC are so designated that : the first two digits represent the division,
the first two digits and the third digit, taken together, indicate the group, the first three digits and the
fourth digit, taken together, indicate the class, and all five digits identify the sub-class of industries.
To illustrate:
47411– Retail sale of computers
Division 47 – Retail trade, except of motor vehicles and motorcycles
Group 474 – Retail sale of information and communication equipment in specialized stores
Class 4741 – Retail sale of computers, peripheral units, software and telecommunications
equipment in specialized stores
