CSW REPORT ON LOT NUMBER 643 PLS 610 - D

l. FACTS/BACKGROUND
Lot no. 643 PLS 610 – D is situated in Brgy. Tagpo, Mandaon, Masbate titled in favor
of Bersabe Besonia et. Al. The said lot is allegedly claimed by CIRILO F. ALMERO by virtue
of DEED OF DECLARATION OF POSSESSION AND OWNERSHIP and Tax Declaration.
On February 12, 2018 the undersigned in compliance with the endorsement dated
February 02, 2018, based on a request by certain SPO4 GLENN L. ALMERO for an IN-
DEPTH INVESTIGATION OF THE INVOLVEMENT OF PENRO PERSONNEL IN THE
ISSUANCE OF PATEN/TITLE IN FAVOR OF BERSABE BESONIA ET. AL. COVERING
THE SAID LOT., conducted a research on the records of this office pertaining on the
application over the said lot.

ll. FINDINGS
As per record of this office the said lot is subdivided into six (6) subdivisions, applied
and patented to mention, Lot No. 643A under the name of Solano Garcia; Lot No. 643B under
the name of Maria Garcia; Lot No. 643C under the name of Alexander Marquez; Lot No. 643D
under the name of Bersabela Besonia; Lot No.643E under the name of Belen Besonia and Lot
No. 643F under the name of Concordia Singson.

The applications took place sometime in October 25, 1968 and said applications was
Patented sometime in the year 1969.All applications was investigated and inspected by the
then Land Inspector Justo M. Franzuela.

III. RECOMMENDATION

Since the application ripened into a patent, the undersigned believes that there is a
Presumption of regularity in the issuance of the said patent. However, as an aid for future
action, some copies of the forms pertaining to the said applications are attached herewith.

The requestee/heir of Atty. Cirilo Almero claims on the basis of Tax Declaration and
Deed of Declaration of Possession and Ownership while the said lot is now titled under the
Name of persons other than the heirs of Atty. Cirilo Almero nor of his heirs.

The undersigned recommends for the said matter be brought up to a regular court. As
to the IN-DEPTH INVESTIGATION OF THE INVOLVEMENT OF PENRO PERSONNEL
IN THE ISSUANCE OF PATEN/TITLE IN FAVOR OF BERSABE BESONIA ET. AL.
COVERING THE SAID LOT, the undersigned recommend that this be undertaken by the
Proper personnel/office of this department having authority or jurisdiction.
