The National Congress of American Indians passed a resolution to support the Pechanga Band of Luiseño Mission Indians' efforts to protect the Great Oak Ranch from condemnation. The Great Oak Ranch is culturally significant land containing burial and archaeological sites. It also represents reacquisition of ancestral homelands. However, San Diego Gas & Electric wants to build power lines through the property, endangering cultural resources. The resolution urges expedited transfer of the land into federal trust to prevent condemnation while protecting cultural sites.

NCAI 2002 MID-YEAR SESSION RESOLUTION #BIS-02-062

WHEREAS, SDG&E has used misrepresentations to federal, Congressional,


and Administration officials in their efforts to block the tribe's petition to have the
land taken into trust and protect it from condemnation until the fee to trust transfer
occurs.

NOW THEREFORE BE IT RESOLVED, that the NCAI does hereby support the
Pechanga Band of Luiseño Mission Indians, the City of Temecula, and the County
of Riverside in their efforts to protect the Great Oak Ranch from condemnation by
SDG&E and urges the Department of the Interior to transfer the land into trust at the
earliest possible date; and

BE IT FINALLY RESOLVED, that this resolution shall be the policy of NCAI


until it is withdrawn or modified by subsequent resolution.

CERTIFICATION

The foregoing resolution was adopted at the 2002 Mid-Year Session of the
National Congress of American Indians, held at the Bismarck Civic Center, in
Bismarck, North Dakota on June 16-19, 2002 with a quorum present.
