Cold school still waiting for money for new windows

A school where students have had to wear coats during lessons said funding still had not been found to replace windows.

Templewood Primary School in Welwyn Garden City, Hertfordshire, was granted permission to install new double-glazed windows and doors on the Grade II listed building in September.

Hillary Skoczylas, chair of the school's governing board, said that Hertfordshire County Council had not found the funding or completed the surveys required for work to begin.

A council spokesperson said it was "working through a number of complex planning conditions that need to be discharged before the scheme can progress".

"Once the planning conditions have been discharged, we will be able to establish the actual cost of replacing the windows," the spokesperson added.

"A decision on funding would then need to be considered alongside funding bids from other schools, and would need to be approved by the schools forum."

The listed building consent, granted in September, requires construction work to begin within three years.

Metal-framed windows at the school were installed in the 1950s and match the building's post-war pre-fab design.

Ms Skoczylas said: "Things are moving forward, but very slowly.

"It is moving, but not at the greatest of speeds. We still have no idea of when this work might even begin."

Before work can commence, full details and drawings for the proposed new windows need to be submitted to Welwyn Hatfield Borough Council and approved by it.

But Ms Skoczylas said the county council was "only now just starting to do the surveys that are needed".

"We've got no timeline, and we're constantly told this is going to be a huge budget problem. We don't know how we're going to do it," she added.

In September, the school won a 30-year fight to get permission to install double glazed windows and doors.

Ms Skoczylas told the BBC: "Last year we spent over £45,000 on energy bills. It is shocking."

She added the school had received no additional funds to pay for the energy inefficiency.

"Children need to put on their coats in the winter and in the summer we have to ask parents to bring in fans because the classrooms are so hot," she said.
