Speaking as an admin, the goal to "reduce the number of bad uploads" may not be nearly as important as it would be to be able to ''tag'' potentially bad uploads for review. Any effort to ''prevent'' bad uploads (other than exact matches to known bad files) is also going to prevent some good uploads, which actually creates ''tremendous'' amounts of admin work helping people around the restrictions. - [[User:Jmabel|Jmabel]] !
