In 1994, the FLBA was replaced with the Solidary Community programme maintained by first lady Ruth Cardoso, thus weakening its constitutional status as a public policy of social assistance and causing it to reembark to the realm of charity from first-ladyism.
The political-institutional movement of FLBA agencies fought for the implementation of the Ministry of Social Action for the acceptance of its positions and for sustaining employment.
The meeting with Mr Grayling was convened following a national FLBA seminar earlier this month in London.

West Midlands FLBA chairman Jeremy Weston said: "As the report makes clear, in the majority of cases, the consequences of failure in advocating a client's case are severe, with risks of children being returned to live with perpetrators of child abuse; removal of a child from a home with all loss of parental rights, or permanent loss of contact with children; having a client left in a position where they are vulnerable to domestic abuse; or being made homeless.
Lucy Theis QC, chairwoman of the national FLBA added: "Barristers will be unable to continue to do this complex work.
