In 2013, USAG POM initiated transition planning to move from the BASOPS FAR based contract to an alternate transaction instrument known as an IGSA.

To ensure successful implementation and to accomplish a smooth transition to the IMA, all BASOPS support functions and CECOM personnel associated with those functions were placed under the Operational Control of the U.S.

The FRAGO reached the maneuver forces much quicker and was more effective in providing environmental information than either Annex L or the policy memorandums from the maneuver or BASOPS commanders.
