Collingwood has played in 121 one-day internationals

The Durham all-rounder succeeds Michael Vaughan, who quit the role on Monday, with the Yorkshire batsman and Andrew Strauss left out of the 14-man squad.

Uncapped pair Dimitri Mascarenhas of Hampshire and Warwickshire's Jonathan Trott are the surprise selections.

Alastair Cook, Ryan Sidebottom and Michael Yardy are also included among seven changes from the World Cup squad.

The likes of Andrew Flintoff, Sajid Mahmood, Marcus Trescothick and Ravi Bopara were all unavailable for selection and so miss out.

But Matt Prior returns to the squad after 14 months, with World Cup keeper Paul Nixon omitted, while Liam Plunkett keeps his place despite being dropped from the side for the fourth Test against the West Indies at Chester-le-Street.

The series kicks off with the first of two Twenty20 matches against the Windies on 28 June ahead of three one-day internationals.

And chairman of selectors David Graveney believes Collingwood's experience in the one-day format makes him the ideal skipper.

"The selectors believe that Paul Collingwood's experience and performances in the one-day game make him the ideal candidate to lead the side," he said.

"He has been a key member of the one-day team for a while and we believe he is ready to take on the additional responsibility of captaincy."

Mascarenhas has enjoyed a decent season with Hampshire

Collingwood had told BBC Sport before the announcement: "I've not had much captaincy experience. I would have to learn very quickly."

But the 31-year-old insisted the split captaincy - Vaughan will continue to lead the Test side - will work for England under the guidance of coach Peter Moores.

"I don't see having two England captains as being a problem whatsoever as long as both captains are pointing in the same direction," he said.

Meanwhile, Graveney admitted the squad had been selected with one eye on the next World Cup, saying: "We were keen to identify the best way for the team to play in the one-day game, pick players who can perform certain roles and keep one eye on the need to build towards the 2011 World Cup.

"Jonathan will give us options in the top three of the order and he has been in prolific form for Warwickshire in the Friends Provident Trophy this season.

"Similarly, Dimitri enjoys an excellent record in the shorter form of the game, has shown that he can take wickets on different types of surfaces and is also an effective hitter in the lower order."

Trott, born and raised in South Africa, featured in two Proteas junior matches in the under-15 and under-19 World Cups, while Mascarenhas, who lived in Australia between the ages of two and 18, turned out for England in the Hong Kong Sixes in 2004.

Trott said: "I got the call this morning, it was a bit of a shock and I thought someone was playing a prank on me. It's one of those things you dream about when you're growing up.

"I've been playing for Warwickshire for six seasons and have qualified to play for England now. It was a decision I took when I was about 20 to come over here and try to play for England so today is a great day. I'll never forget it."

And Mascarenhas told Five Live: "I wasn't really expecting it to be honest. I was a bit stunned for a while. I was more expecting it two years ago but you never give up hope.

"My parents are Sri Lankan, I was born in England and I moved to Australia when I was about 18 months old and lived there until I was 18. I was pretty much brought up us an Aussie and have still got a bit of an Aussie twang but I've always wanted to play for England."

Graveney also offered words of comfort for Strauss, who has captained England on 13 occasions, winning four, but who has been struggling for form of late.

"Andrew will be disappointed not to have been selected," said Graveney, "but we remain confident that he can recapture his best form in the one-day game and come back as a stronger player."

Sidebottom, Trott and Mascarenhas have also been added to the England Performance Squad which was announced earlier in the year.
