David Bentley has been included in the England Under-21 squad for the European Championship finals in Holland.
The Blackburn winger is part of the senior squad for the friendly with Brazil this Friday and then Estonia on Wednesday in their Euro 2008 qualifier.
He will then join up with Stuart Pearce's U21 squad, who get their campaign under way on 11 June.
Aston Villa's Gabriel Agbonlahor apparently was left out because he could not be contacted.
Blackburn boss Mark Hughes had been keen for the 22-year-old Bentley to be allowed to skip the U21 Championship.
Bentley, who scored the first goal for England at the new Wembley when he netted for the U21s against Italy, has played more than 30 games for his club this season.
Hughes said he has spoken to England manager Steve McClaren about his concerns for the youngster.
Preston's David Nugent, who made his full England debut against Andorra, is in the 23-man squad.
Leighton Baines of Wigan makes the squad despite suffering from a hip injury of late, but there is no place for Middlesbrough's Lee Cattermole, who has also been struggling with injury.
Everton striker James Vaughan, who is not 19 until 14 July, is the youngest member of an experienced squad.
Only two players come from clubs outside the Premiership - Nugent and Cardiff's Peter Whittingham - and 17 of the squad will be 21 or over when the tournament starts.
The U21s face Slovakia in Norwich on Tuesday for their final preparation game before the main event starts.
The tournament kicks off on 10 June, with England facing Czech Republic the following day.
