Docs: Replace links to '/stable/' with '/latest/'. (#5901)
* Replace links to '/stable/' with '/latest/'. * DRY out duplicated 'README.rst' vs. 'docs/index.rst'. * Include websecurityscanner in docs. Toward #5894.
