Neighbors claim a house on Grange Street in Oregon has been decaying for more than a decade.

TOLEDO, Ohio (WTVG) - Neighbors say a house on Grange Street in Oregon has been decaying for more than a decade; the house next to it is also in poor shape. An I-TEAM investigation is revealing this isn’t the property owners only neighborhood nuisance.

“That building is about to collapse. There is no roof to it and there is no second floor. It’s a shell,” said a neighborhood who lives on Grange Street and wanted to remain anonymous. “[The homeowner] happens to be bringing the morale down on the street, which is causing everyone to not care about keeping their property up.”

According to Lucas County Aries, the owner is Allen Hoar, and he doesn’t just own one home on the street.

”He happens to own four houses, and yet he can’t keep them up,” a neighbor said.

This also isn’t Hoar’s first time having one of his properties featured on 13 Action News. In March, he was featured in a story on a dilapidated church, which was eventually torn down by Allen Township. Hoar co-owned that property.

Two months later, in May, I-TEAM Reporter Sophie Bates interviewed Hoar over the phone about a property he owns in the Village of Harbor View. The village’s Mayor, Rick Brink, contacted Bates asking for help getting Hoar to take care of tall grass and weeds on the property, among other concerns.

“It still is my fault. I should have went down to check it,” Hoar said in May, noting that he’d hired a someone to cut take care of lawn who didn’t follow through.

Bates called Hoar again to ask about the two homes on Grange Street. He says he’s working on selling both of the homes and already has a buyer lined up.

“Our real estate agent said do not tear down the one until you have a buyer, even though it’s in really bad shape,” Hoar said, adding that as for the neighbors who live on the street. “I do understand their frustration.”

As for the City of Oregon, it has taken Hoar to court over the property and he was fined. The city’s zoning department says it is considering taking Hoar to court again or having the house torn down.
