A near drop-in replacement for ManyConsole, wrapping Microsoft.Extensions.CommandLineUtils

Supports .netstandard2.0, .net4.5.1, and .netstandard1.6.

See SampleConsole for usage, but really this is meant for those already using ManyConsole and porting to .Net Core. Just change replace with using ManyConsole.CommandlineUtils.
